New State Law: No Cell Phones in School Zones

Fairfield residents should be wary when driving through Cy-Fair I.S.D.'s and other schools' school zones, as a new state law will prohibit the use of wireless communication devices while operating a vehicle in a school zone. Violators must pay a fine of up to $200 per violation.

House Bill 55 is set to take effect on September 1, and is intended to promote the safety of students. The law will be recognized throughout Texas, so use caution on the roads.

A few facts about the law:

  • Provisions under the law will allow drivers to use cell phones in school zones with a hands-free device or when their vehicle is stopped.
  • School bus drivers will be affected, too.
  • The law is an amendment of the Texas Transportation Code, section545.425.
  • An additional exception is provided in emergency situations, when a driver needs to use a cell phone in a school zone to contact police, fire, or emergency medical personnel.
We beg Fairfield residents to heed this new law, as it is designed with the safety of you and your children in mind!

Texas kids are getting ready to go back to schools, and for many children, preparation includes getting a few more immunizations. This year, big changes have been made in immunization requirements which will impact incoming kindergarten and seventh grade students.

The changes to the requirements were made to bring Texas into line more closely with what the Centers for Disease Control and Prevention (CDC) and the Advisory committee on Immunization Practices recommend. These changes started on August 01 and include:
  • Hepatitis A Vaccine: All students entering kindergarten will be required to have two doses of Hepatitis A vaccine.
  • Measles, Mumps, Rubelle (MMR) Vaccine: All students entering kindergarten will be required to have two doses of the MMR vaccine.
  • Varicella (chickenpox) Vaccine: All students entering kindergarten and 7th grade will be required to have two doses of the Varicella vaccine. However, a written statement from the parent/guardian, school nurse or physician attesting to the child already having had chickenpox  may replace the vaccine.
  • Tetanus, Diptheria and acellular pertussis-containing Vaccine (Tdap): All students entering 7th grade will be required to have one dose of Tdap vaccine. Students in the 7th grade are required to have a booster shot of Tdap only if it has been five years since their last dose. Students in grades 8-12 are required to have a booster shot of Tdap if it has been ten years or more since their previous dose of a tetanus-containing vaccine.
  • Meningococcal Vaccine: All students entering 7th grade will be required to have one dose of meningococcal vaccine.

Fairfield community residents have someone to be proud of!  Earlier this month Cypress Springs High School senior Lawson Craddock achieved a high point in his cycling career by winning the silver medal at the Men's Individual Time Trial at the 2009 Union Cycliste Internationale (UCI) Juniors World Championships in Moscow, Russia on August 7th.

Only 2.22 seconds behind winner Luke Durbridge of Australia, Craddock completed the 25.8 kilometer course with a time of 32:54:45.  This time exceeded even his own expectations - an amazing achievement for a cyclist of only 17 years of age.

"This is by far my greatest cycling achievement so far. I've had an amazing season this year, and a silver medal at the World Championships just makes it so much better," noted Craddock ecstatically.

Craddock has been racing since he was 10 years old, with ambitions to become a professional and positive ambassador for cycling.  He was nominated to become a member of the U.S. Junior National team in 2008, and began training with Hot Tubes, an elite team in Massachusettes.  In addition to 10 championships in 2008 and four top three finishes in 2007, he also has 14 top three finishes in state, national, and international competitions this year. It looks like Craddock may already living his dream.

When the school year begins on Aug. 24, CFISD will greet more than 100,000 students with fewer employees and budget reductions to services totaling more than $14 million due to the inequity in the new state funding system.

On June 19, Gov. Rick Perry signed HB 3646 into law. On the last day of the 81st Session of the Texas Legislature, lawmakers reached a consensus to pass HB 3646, a finance bill intended to address inequitable funding of a target revenue system that resulted in CFISD’s $27 million budget deficit in 2008-2009. Last year, the district reduced staff by 456 positions and gave no raises in order to balance the budget, and was looking forward to receiving financial relief as a result of the legislative session that began in January 2009.

The legislative session has ended and the new funding system is now law. When the CFISD Board of Trustees met in a special-called meeting on June 25 to adopt the 2009-2010 budget, they faced another budget deficit with no consideration for local raises for all district employees as a result of inequitable state funding.
